Ten Keys to Montana BEAR Success:
1. Identify administrative points of control on a regional and local level.
2. Identify service providers/resources (statewide, regional and local entities) Use Attached Matrix.
3. Identify outreach personnel on a local level. EVERYONE must be trained for outreach.
4. Formulate outreach objectives (market coverage) on a local and/or regional level.
5. Develop a full series of performance measurements (process and outcome based)
6. Develop marketing materials.
7. Implement in a controlled, manageable fashion until you work the kinks out. START WITH TRUE BELIEVERS
8. Build momentum and expand program geographically.
9. Conduct regular team and outreach meetings
10. Monitor and tweak the BEAR Program as necessary without diluting performance benchmarks or outreach objectives.
